Do these get lit up for an occasion? They would surely add cheer to the cold days.

Not a specific occasion but every evening from the end of November to early January they put on this sound-and-light show, every hour on the hour from the time it starts to get dark until around 10 p.m. Electrabel (a local utility company) puts on a great show every year.
You said you found it odd when it doesn't get dark in summer till around 9 or 10, but in winter of course night starts to close in around 4 or 5! We really need the light show to cheer us up.
